In my last book I argue: It is true… an avalanche is coming! It will hit the universities and change completely the nature of their organization, profile and mission. The avalanche has started already on the top of the mountain and finds its way downward. You don’t see it but it is moving faster and faster with great force underneath the surface. If you are experienced with avalanches you know that it will hit but you don’t know when, and if you are experienced with higher education you know why: Universities are giving away knowledge for free. More and more higher education institutions are opening up, in their business models in their leaning designs and in their access regulations. A huge pressure on the classical 20th century university is building up because its unique selling point – to be produces and shepherds of knowledge – no longer holds differentiating power when knowledge is made available for everybody or free. When knowledge is available one of the important future tasks of universities will be to give orientation about quality and to organize certification and assessment. The intention of this book is to lead the way to these horizons and discuss new emerging and more open forms and methods of quality development and assessment.

DHBW feiert Erfolg beim Strategiewettbewerb „Hochschulbildung und Digitalisierung“ des Stifterverbands

Stuttgart, 28. Januar 2015 – Die Duale Hochschule Baden-Württemberg (DHBW) ist im Strategiewettbewerb „Hochschulbildung und Digitalisierung“ des Stifterverbands für die Deutsche Wissenschaft und der Heinz Nixdorf Stiftung für ihre vorbildliche Digitalisierungsstrategie ausgezeichnet worden. In dem Wettbewerb, an dem bundesweit 99 Hochschulen beteiligt waren, konnte die DHBW mit ihrer innovativen Digitalisierungsstrategie die Expertenjury aus Wissenschaft und Forschung überzeugen.

Nach dem Modell erfolgreicher virtueller Hochschulverbünde soll mit der Initiative „DHBW eCampus“ ein digitaler Verbund der DHBW Standorte aufgebaut werden, in dem übergreifende virtuelle Lehrveranstaltungen realisiert werden. Der Vizepräsident für Qualität und Lehre, Professor Dr. Ulf-Daniel Ehlers, sieht die DHBW damit auch im digitalen Bereich auf dem richtigen Weg: „Die Idee eines digitalen Verbunds für das State University System hat die Jury überzeugt; das gibt uns als Hochschule auch eine große Bestätigung, solche Ziele weiter zu verfolgen“.

Der Präsident der Dualen Hochschule Baden-Württemberg, Professor Reinhold R. Geilsdörfer, betonte: „Wir freuen uns natürlich sehr über diese Auszeichnung. Die großzügige Förderung ermöglicht es uns, den eingeschlagenen Weg der Digitalisierung konsequent weiterzugehen und unsere Strategie in diesem Bereich zügig und effizient umzusetzen.“

 Das gemeinsame Programm von Stifterverband und Heinz Nixdorf Stiftung möchte unterschiedliche Digitalisierungsstrategien fördern, die Studierende und junge Forscher adressieren, innovative Ansätze und Initiativen an Hochschulen sichtbar machen und für die Notwendigkeit einer strategischen Bündelung sensibilisieren.

 Die alltags- und gesellschaftsverändernden Entwicklungen der Digitalisierung und des Internets haben auch die Hochschulbildung erreicht. Die Digitalisierung der Wissensbestände und ihrer Zugänge, der Lehr- und Forschungsplattformen, der Studienorganisation und Studierendenbetreuung birgt ein enormes organisationsveränderndes und qualitätserhöhendes Potenzial. Deutsche Hochschulen nehmen dies noch nicht hinreichend systematisch und bezogen auf „student life cycles“ als institutionelle Entwicklungsaufgabe wahr. Eine vorausschauende Beschäftigung und vertiefte Auseinandersetzung mit grundlegenden Herausforderungen, die durch die Digitalisierung aufgeworfen werden, findet nur in wenigen Hochschulen auf strategischer Ebene statt.

 An dieser Stelle setzt das gemeinsame Strategieförderprogramm von Stifterverband und Heinz Nixdorf Stiftung an. Es unterstützt die Hochschulen dabei,

•           ihre Digitalisierungsstrategien systematisch weiterzuentwickeln

•           Innovationspotenziale digitaler Lösungen für die Kernaufgaben der Hochschulen auszubauen und zu nutzen, insbesondere für die Lehre

•           hochschulbegleitende Beratungs- und Serviceangebote digital zu modernisieren und weiterzuentwickeln

•           neue digitale Formate für Kommunikation, Vernetzung und Internationalisierung zu entwickeln, zum Beispiel zur Gewinnung neuer Zielgruppen

•           Struktur- und Steuerungsmodelle im Rahmen der Digitalisierung weiterzuentwickeln und in einer entsprechenden Organisation abzubilden

(E-Governance, Wissensmanagement, Controlling, Qualitätsmanagement)

•           weitere Anwendungsfelder für das entwickelte digitale Know-how zu erarbeiten.

Acht Hochschulen werden über einen Zeitraum von zwei Jahren mit insgesamt 150.000 Euro pro Hochschule bei der Weiterentwicklung ihrer Digitalisierungsstrategie gefördert:

•           Beuth Hochschule für Technik Berlin

•           Duale Hochschule Baden-Württemberg

•           Fachhochschule Lübeck

•           Georg Simon Ohm Hochschule Nürnberg

•           Hochschule für Musik Würzburg im Verbund

•           Hochschule für Technik und Wirtschaft Dresden im Verbund

•           RWTH Aachen University

•           Universität Paderborn

Digitalisierungsansätze und geplante Aktivitäten sollen dabei in die Hochschulentwicklungsplanung eingebettet sein und zur Profilbildung beitragen. Die Vernetzung mit ex-ternen Partnern (Hochschulen, außeruniversitären Einrichtungen, Unternehmen) ist möglich, ebenso wie die (Weiter-)Entwicklung einer hochschulübergreifenden Kooperationsstrategie.

In einem zweistufigen Bewerbungsverfahren wurden auf der Grundlage von Road-Maps zunächst 13 Finalisten ausgewählt und in einer öffentlichen Auswahlsitzung am 26. Januar 2015 acht Hochschulen ausgezeichnet. Die Fördermittel sollen verwendet werden, um unter Einbeziehung eigener Ressourcen daran zu arbeiten, die Road-Maps weiter umzusetzen und eine langfristige Digitalisierungsstrategie innerhalb eines Hoch-schulentwicklungsplanes zu verankern. Im Rahmen von Strategieworkshops erhalten die geförderten Hochschulen Gelegenheit, sich gegenseitig ihre Konzepte und Schwerpunkte zur Digitalisierung vorzustellen und Anregungen für die eigene Weiterentwicklung zu erhalten.

In a new EU Commission report, issued by the EU research center on prospective technological studies, my colleagues Anthony Camilleri, Prof. Dr. Jan Pawlowski and myself on behalf of European Foundation for Quality in E-learning (EFQUEL) have authored a comprehensive analysis of quality issues around open educational resources and open educational practices.

On 25 September 2013, the Commission presented a new Communication to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions on “Opening up Education: Innovative teaching and learning for all through new technologies and Open Educational Resources”. The aim of the initiative is to bring the digital revolution to education with a range of actions in three areas: open learning environments, open educational resources, and connectivity and innovation. The initiative contributes to the Europe 2020 strategy, acknowledging that a fundamental transformation of education and training is needed to address the new skills and competences that will be required if Europe is to remain competitive, overcome the current economic crisis and grasp new opportunities.

Quality assurance for the emerging new ways of learning and teaching enabled by ICT is mentioned in the Communication as a crucial issue that should be tackled to further develop the use of Open Educational Resources (OER) for learning. It is also acknowledged by experts and practitioners as a key challenge. This report has been prepared by my colleague Anthony Camilleri, Prof. Dr. Jan Pawlowski and myself for the  European Foundation for Quality in e-Learning (EFQUEL) on behalf of IPTS.

It presents an overview and analysis of quality issues related to OER and Open Educational Practices (OEP). It is a contribution to the construction of a knowledge base on Opening up Education and is part of a wider scientific agenda on ICT and Learning being developed at IPTS, mainly in collaboration with DG Education and Culture. In this report, we show  that quality assurance of OER and Open Educational Practices (OEP) requires a complex mix of quality tools. In general, these tools enable many more users to be involved in quality processes, and for a greater variety of learning scenarios to be taken into account. From the perspective of stakeholders, the federation of responsibility described above can also lead to a democratisation of the processes of quality review. Therefore, the determination as to the quality of open education (whether materials or practices) will depend on the judgements of two overlapping trust-networks.

The first is the ‘open’ network of users, reviewers and teachers working together for quality improvement of resources, teaching and learning. The second is the existing trust-network in place in the publishing industry and in formal education. In the evolution of quality approaches, the interaction between these trust-networks will be an area of intense interest in coming years. We thus highlight an urgent need to link developments in open education to the existing trust networks, so as not to reduce quality in the field.

Launched last October, European MOOC platform iversity.org has now reached nearly 500,000 enrollments in its 28 massive open online courses.
As a pilot run, students were able to obtain ECTS (European Credit Transfer and Accumulation System) credit points in two courses — „Introduction to Business Studies“ and „Marketing“ — even if they were not enrolled at one of the institutions offering the course.

European Seminar on Excellence in ICT enhanced Higher Education 

Pre-Conference: 7th of May, Crete (in the framework of the EIF2014)

Review and certification of institutions and programs in their use of ICT for learning gains importance. On the one hand institutions look for external recognition and seek to pursue excellence, on the other hand certification schemes also offer orientation on what works and what doesn’t. EADTU, EFQUEL and ENQA therefore organise this one day seminar on eLearning in Higher Education. Certification and review approaches will be presented through simulations and case studies. The seminar will be partly informative and partly interactive and will be featuring high quality content on review methodologies and expriences. This seminar takes place on the 7th of May and is a pre-conference event of the EFQUEL Innovation Forum 2014 in Crete. Please register via the online registration form.
